Actually Control Panel Window consists of two windows: Control Panel itself and Info Window. You can split Control Panel Window in two parts and then join them with View->Toolbars->'Dock info' menu item.
You can join Control Panel window and Info Window without menu. Double click left mouse button at the Caption of the Info Window.
To split Control Panel window in two parts put mouse over the line between two windows (under Toolbars) and when mouse cursor will become 4-directional arrow, press Left button and holding it drag Info window to another part of the screen.
